Fetal and Infant Mortality Review (FIMR)
FIMR is a community‑based, action‑oriented process aimed at improving services, systems, and resources for women, infants, and families. FIMR convenes experts within communities that examine confidential, de‑identified cases of fetal and infant deaths to help understand root causes and factors that impact child outcomes.
FIMR is administered statewide through the Healthy Start Coalitions. We convene monthly Case Review Team (CRT) meetings for Region 6, covering Flagler, Volusia and Seminole Counties, as well as a quarterly Community Action Group (CAG) meeting for Flagler and Volusia Counties.

Priorities
- Increase distribution of maternal child health related educational materials.
- Increase Healthy Start and Connect presence in the community.
- Increase the number of permanent “Connect Zones” at local facilities.
Actions & Activities
- Six safe sleep simulation dolls were deployed through partner agencies for community training.
- Our first community baby shower was held in March 2025.
- Staff attended at least three community events every quarter.
- Connect Zones were added at Baby Steps and Volusia County WIC Offices.
- All local providers were trained on the new electronic screen.
